What it means for you

Idaho Rates Are Up, and Carriers Differ Widely

BoiseDev reported on October 8, 2026 that the Idaho Department of Insurance’s 2027 rates show small group premiums rising about 12% on average. The reported figures run from under 10% at Blue Cross of Idaho to 20% at Moda Health and 21% at Mountain Health CO-OP. Those are the carriers’ public rate filings. They are not a list of the carriers CPIS works with.

An average is not your number. Your renewal letter shows what your carrier plans to charge your group, and it may be higher or lower than 12%. Plans for 2027 start January 1, 2027, so if your letter arrives this fall, you have weeks to decide, not months.

What CPIS does

Small Business Health Insurance in Idaho, Handled by Phone or Video

Champion’s Pride Insurance Services is an independent employer benefits brokerage. We have been in business since 1997 and work with 29 carriers. For an Idaho employer, we do four things.

We work by phone or video from anywhere in Idaho. Coeur d’Alene is one of the Idaho markets we serve, and we take groups statewide. We do not have an office in Idaho. Our office is in Columbia, Missouri. You can meet the team or see where we work. For the basics of group coverage, read our group health insurance overview.

Four things we do for you

Idaho rules

Idaho Small Group Rules, in Plain Words

Source: the Idaho Department of Insurance, Group Health Insurance. Rules can change, so confirm the details with us before you rely on them.

Who qualifies

A small employer has 2 to 50 eligible employees, most of them working in Idaho. An eligible employee works 30 or more hours a week, or 20 by agreement.

No medical underwriting

Small group coverage is guaranteed issue with no medical underwriting. The carrier must offer coverage to your group, and your employees’ health history is not part of the decision.

Participation and contribution

Insurers may set uniform minimums for participation and contribution. Participation is how many eligible employees sign up. Contribution is how much of the premium the employer pays. Ask us what each carrier requires.

Four rating factors only

A carrier may set your rate using only four factors: age, geography, tobacco use and family composition. Health history is not one of them.

Renewable at your option

Plans are renewable at the employer’s option. The exceptions are nonpayment of premium, fraud, or not meeting the participation requirement.

On or off Your Health Idaho

Small group plans are sold through Your Health Idaho, which is the state marketplace, off the marketplace, or both. Ask us which applies to the plans we quote for you.

How switching works

Switching at Renewal, Step by Step

Here is the path from the renewal letter to a January 1 start. You can begin with step 1 today.

Step 1

The renewal letter

Read it for the new rate, any plan changes and the date you must respond. Then call us.

Step 2

A second opinion

Call or schedule a time. Bring the letter and your current plan summary, and tell us how many employees you have. A second opinion costs time, not a plan change.

Step 3

The broker-of-record letter

This is a one-page letter that names CPIS as your broker, so carriers will quote and talk to CPIS about your group. It does not change your plan by itself.

Step 4

The employee census

A census is a simple list of your employees: names, dates of birth, zip codes, and whether each person is covered alone or with family. Nothing medical is asked.

Step 5

Quotes and a decision

We request quotes from the carriers that write Idaho small groups among our 29 and show them side by side. You decide whether to switch or stay.

Step 6

Enrollment

Your employees choose their coverage and we help with the paperwork. Your carrier sets the date your enrollment paperwork is due for a January 1 start. Ask us for it.

Step 7

January 1

For 2027 plans, coverage starts January 1, 2027. If you change carriers, your employees will get new ID cards.
